第三部分指出当前我国企业社会责任主要存在的三大问题，分别是缺乏环境保护意识、侵犯消费者权益和侵害劳工权益的问题。并且针对这些问题分别提出解决办法。
第四部分提出对构建适合我国国情的企业社会责任体系的几点建议，分别是加强企业社会责任意识、加强政府在社会责任方面的主导作用、加强国家在企业社会责任方面的立法工作、倡导社会责任型投资、建立信息强制披露机制。
